It is with great pleasure that I write to you from the offices of the Senate-elect in the garden palace of Naya Vapna. I am proud to share news of the recent election and the success shared by me and cohorts in the Legion in nurturing the reputation that fostered my rise to this prestigious office. Your graduation from P.K. to Praetorian were an inspiration for me, and I hope to one day be graced with the privilege of invitation to Karmatun.
Today is not that day. There is much to be done before I may leave these halls, before I dare move from administering policy directly. Much has changed in the political landscape of Naya Vapna since my acceptance into the Crucible some twenty years ago. It saddens me greatly. The city, our city, the very seat of our Empire, is riddled in filth with no cause other than the bureaucracy that manages it. Wrigglings of corruption move beneath the city's flesh, tainting the waterways with private forums held beyond the public's ken. The Raj Imperatus has made no public appearance, taken no audience since my return. I recall with fondness my time as a girl, watching the parades, seeing the standards of proud Legions held with respect, with reverence.
Now? Listlessness sways the feet of our people. Looking from the office of my window now I can see hawkers in the forum, merchants with goods from the North. Not a one salutes the banners, not a one pays devotion to Ko at dawn, noon, or dusk. I look now and see beggars in our streets. Unclothed wretches who reflect the decay that has overtaken our great city.
Reports line my desk from outposts on the frontier, from Imerisa itself and the Castellis Sutr situated there, of rebels in the hinterlands. We live in the great shadow of our ancestors. How must they view us, their mewling descendants! There is work to be done.
I write to you today with a request and a pledge.
The request: a unit of fresh Crucible graduates require guidance. I would send them to Karmatun to learn of your experience before they are granted stations of their own. They number twenty-seven, dossiers attached.
The pledge: by autumn 351 E.O.D. the Forum-elect will be cleansed of debauchery. Mark it well, or may my light be quashed beneath Ko.
